In July 2007, the government of Saratov region and OAO Severstal signed an agreement on implementing an investment project. In November 2007, OAO Severstal and the authorities of Balakovo municipal district signed an agreement on the lease of a land plot for construction of a mini-mill producing profiled iron for building industry. A plot with an area of 347 hectares is located in Bykovo-Otrogskoye municipal entity. The permission to conduct preparatory works was granted in April 2008. In February 2008, Severstal registered its subsidiary, ZAO Severstal Long Product Mill Balakovo, in Balakovo district, Saratov region.
