ZAO Severstal – Long Product Mill Balakovo, a new-generation mini-mill under
construction, that specializes in manufacture of products for the needs of the
building sector. This is a state-of-the art mill that combines melting of high
quality steel from scrap in the shaft EAF and manufacturing of long products in
the high speed rolling mill. It is planned that the mini-mill will be
commissioned in 2013 in the Bykovo-Otrogskoye municipal entity of the Balakovo
District, the Saratov Region. The volume of investments amounts to about
$700 million dollars. It is one of the major investment projects of Severstal.
This project of mini-mill construction is also included to the 2020
Social & Economic Development Strategy of the Volga Federal District and
list of top-priority capital investment projects of the Volga Federal District
approved by the Russian Federation Government ordinance.

In July 2007, the government of Saratov region and OAO Severstal signed an agreement on implementing an investment project. In November 2007, OAO Severstal and the authorities of Balakovo municipal district signed an agreement on the lease of a land plot for construction of a mini-mill producing profiled iron for building industry. A plot with an area of 347 hectares is located in Bykovo-Otrogskoye municipal entity. The permission to conduct preparatory works was granted in April 2008. In February 2008, Severstal registered its subsidiary, ZAO Severstal Long Product Mill Balakovo, in Balakovo district, Saratov region.
